Regarding the appeal concerning the activities of Andijan State Medical Institute on social networks, the press service of the Institute informs the following.




It’s known that dress code requirements for professors, teachers and students were introduced in all medical higher educational institutions on the basis of the Order No. 284 of the Minister of Health of the Republic of Uzbekistan dated on September 4, 2025. Employees hired by the Institute and students admitted to the 1st course sign a bilateral agreement, expressing their consent to comply with the internal regulations of the institute. Therefore, it is required to follow the established dress code on the territory of the Institute as well as during the educational process. Also, students from the 2nd course will undergo internships in medical institutions and will have direct contact with patients. For practical training in surgery rooms, laboratories, dressing rooms and treatment rooms, the use of special medical clothing is mandatory in accordance with current sanitary and hygienic and safety requirements. Participating in practical procedures in clothes that do not meet the established standards is not allowed. In particular, students are required to follow the dress code during practical procedural part in the final exams. Therefore, students are required to wear a white coat and a special medical headdress, and, if necessary, a special surgical gown at Andijan State Medical Institute like in other higher medical educational institutions. These requirements are not applied as a restriction on religious beliefs, but based on professional, sanitary and safety standards established for the medical field.
The appeal also contains some claims regarding the activities of vice-rector for Financial Affairs Z. Mamajonov. However, the appeal does not provide specific facts, evidence or legal bases confirming these claims. Therefore, the legal assessment of this issue can be studied by the authorized bodies in the appropriate manner.
Spiritual, educational, cultural and sports events organized at the institute are held with the aim of meaningfully organizing students' free time and increasing their social activity. These events are mainly organized during free time, special attention is paid to ensuring that they do not negatively affect the educational process.
The appeal expresses opinions on the activities of the vice-rector for Academic Affairs B. Abdullajanov. We would like to inform you that B. Abdullajanov was dismissed from his post at his own request due to health reasons. Currently, he is working as a professor at the Department of General Surgery of the Institute.
The appeal expresses an opinion that the library computers are outdated and their use is limited. However, the necessary conditions have been created for students and readers in the Information Resource Center of the Institute. In particular, there are a total of 55 computers in the scientific reading room and electronic hall of the center, which are regularly used by students and other users. All computers are connected to the Internet. Also, electronic forms of educational literature in the fund of the Information Resource Center are placed in an electronic database and are provided for students' use. It was planned to purchase additional 30 modern monoblocks for the 2026–2027 academic year in order to further strengthen the material and technical base of the center.

In order to meaningfully organize students' free time from classes, special Wi-Fi zones have been established in all educational buildings of the Institute based on the relevant orders of the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan. Access to websites, portals and Internet resources which are not related to the educational process prohibited in accordance with the legislation of the Republic of Uzbekistan. In order to ensure cyber security and information security at the Institute, the activities of Internet users are monitored based on current legislative requirements. These measures are aimed at preventing cyber attacks and external threats. Student knowledge assessment processes, including tests, are carried out through automated information systems, minimizing the human factor. As a result of the inspections, the transparency, impartiality and compliance of the assessment system with established requirements were confirmed. No cases of corruption were identified in the testing processes. Also, the video surveillance systems installed on the territory of the Institute are not installed in the service rooms of managers and employees. Video surveillance devices are mainly placed in corridors, lecture halls and examination centers. The receipt and review of video surveillance records is carried out in accordance with the current procedures with the participation of an internal affairs officer attached to the Institute.
