In recent years, a number of important regulatory and legal documents have been adopted in the Republic of Uzbekistan to improve radically the sphere of higher education, science and innovation, improve the quality of education and organize more effectively the public administration system. In particular, the tasks set out in the Order of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan No. 72 dated on March 27, 2023, the Resolution of the President of the Republic of Uzbekistan No. PQ-200 dated on July 3, 2023 “On measures for the effective organization of public administration in the field of higher education, science and innovation within the framework of administrative reforms”, the Decree No. PF-158 dated on September 11, 2023 on the “Uzbekistan – 2030” Strategy, as well as the Decree No. PF-76 dated on May 5, 2025 “On additional measures to ensure the quality of education and improve the system of providing educational services” and the Resolutions of the Cabinet of Ministers No. 498 dated on August 6, 2025, are included in this tasks set in the direction constitute the legal basis for reforms in this direction.


In order to ensure the implementation of these regulatory legal acts, the order of the rector of Andijan State Medical Institute No. T-01/08/2989 dated on November 20, 2025 was developed. This order served as an important document aimed at a comprehensive assessment of the quality of education, the activities of professors and teachers and the effectiveness of management at the Institute.
In accordance with the order, the activities of professors and teachers working in a total of 65 departments of the Institute, including the faculties of medicine, pediatrics, dentistry, pharmacy and DATC and DRTC, in 2025 were subject to an internal assessment based on a comprehensive and in-depth analysis. During the internal assessment, educational and methodological work, research activities, the introduction of modern information and communication technologies into the educational process, the level of formation of students’ knowledge and skills as well as the professional activity of professors and teachers were thoroughly studied.


The internal assessment was organized by the Department of Education Quality Assurance of Andijan State Medical Institute and was conducted under the leadership of the rector of the Institute M.M. Madazimov. The active participation of all vice-rectors, deans of faculties and heads of relevant departments was ensured in this process. This contributed to the transparent, systematic and effective conduct of internal certification.
During the internal certification process, the rector of the Institute analyzed the achievements and existing shortcomings in 2025 and set specific tasks to eliminate them.


Also, the prospective plans planned for the future were explained in detail to the Institute team, in particular to the professors and teachers working in the faculties and departments; the necessary instructions were given.


At the same time, it was especially emphasized that Andijan State Medical Institute is increasingly gaining prestige at the republican and international levels, and that cooperation relations are being established with leading universities included in the “Top-1000” rating of foreign higher education institutions. The issues of foreign accreditation of educational programs, preparation for national complex and special certification as well as the widespread introduction of the HEMIS information system and the KPI (key performance indicators) system were identified as priority areas of the Institute’s activities.
