ADMINISTRATIVE DUTIES AND OBLIGATIONS
Ensuring quality preparation of regulatory documents related to the educational process and full implementation of the educational process;
- Quality organization of the educational process, methodological provision and improvement of educational work;
- Implementation of educational work at the institute based on the curriculum and programs;
- Compilation of the schedule of the educational process, lesson schedules for the academic years;
- Implementation of a rating system for evaluating and monitoring student knowledge, test control and other effective, progressive methods that increase the quality of the educational process;
- Ensuring and controlling the correct use of auditorium funds and lecture halls on the territory of the institute and in sites;
- Drawing conclusions on student learning, analyzing the results of current learning and the Final State Certification and preparing a report to the Academic Council on the basis of them;
- Preparation of information and draft decisions on educational work for the Academic Council of the Institute, meetings of the rector’s office, the central methodological board;
- Bring to the attention of the dean’s office, departments and other divisions of the institute orders, decisions, directives, instructions and recommendations of higher organizations on the organization and conduct of the educational process, as well as decisions of the academic and rector’s council, orders of the rector and vice-rector, resolutions and current instructions and monitor their execution;
- Participation in the preparation of proposals for the development of the educational process and its material and technical base;
- To control the provision of departments with temporary orders: professor-teachers’ registers, lecture journals, teacher’s personal work plan, rating books, student certificates and study forms.
- Periodically organize seminars and consultations with educational officials in departments and faculties on the introduction of modern information-computer and new pedagogical technologies to the educational process;
- Determining the student contingent;
- Control of preparation of dean’s offices and departments for the new academic year.
EDUCATIONAL AND METHODOLOGICAL DEPARTMENT
In the year of establishment of the institute, 48 departments were opened in the Faculty of General Medicine. Professor K.A.Zufarov was appointed dean of the faculty and 239 students were admitted to this faculty.
The Faculty of Pediatrics was established on November 15, 1966 at Andijan State Medical Institute by the order of the Ministry of Health of the Republic of Uzbekistan No. 476-SH. M.S.Soatov was appointed as the first dean of the faculty. In 1972, in connection with the opening of the Central Asian Institute of Pediatrics, the Faculty of Pediatrics was completed at Andijan State Medical Institute. The students studying at the Faculty of Pediatrics were transferred to the (current TashPMI) Central Asian Medical Pediatric Institute (SAMPI).
According to the order of the Ministry of Health of the Republic of Uzbekistan No. 01/701, in 1976, due to the improvement of the material and technical base of the institute, the need to train highly qualified pediatricians for the institutions of the Fergana Valley, the opening of the clinic of the Andijan State Medical Institute at the initiative of the rector of the institute Yu.O.Otabekov the Faculty of Pediatrics was re-organized within Andijan State Medical Institute and 12 additional departments were opened.
In 1999, the Faculty of Higher Nursing was opened, and Professor Sh.K. Kadirov was appointed as the dean of the faculty.
In 2001, the direction of professional education was opened under the Faculty of General Medicine, and associate professor T. Saidullayev was appointed as the head of this department.
In 2001, a Master’s department was opened at the institute, and professor K. T. Khudoyberdiev was appointed as the head of the department.

Since the establishment of the institute, special attention has been paid to the selection of talented students. In all departments, professors, teachers and associate professors conduct extra classes for talented students according to the plan. As a result of the organization of extra classes on information technologies, foreign languages and specialized subjects in the departments depending on the aspirations, abilities and wishes of the students, the professors and teachers of the majority of departments are now graduates of the institute.
Advanced fundamental and scientific-practical researches are applied in the training of highly qualified medical personnel. Scientific achievements achieved in social-humanitarian, medical-biological and clinical sciences, including infectious diseases, motherhood and child protection, modern innovations introduced by the UN UNICEF, the children’s fund, the foundations of evidence-based medicine and the research results are presented to students in various forms, in the form of scientific seminars, additional lecture, and educational-laboratory exercises, and are delivered as materials of a scientific-practical conference.
Especially in the years of independence, a lot of work was done to further improve the educational process.

The central methodical board and the central methodical boards of subjects actively participate in the organization of educational and methodical work at the institute. The Central Methodological Committee is chaired by the vice-rector for educational affairs.

In the Central Methodological Committee, educational and methodological manuals, monographs, textbooks are considered and presented to the Academic Council of the institute, and educational process in the bachelor’s and master’s programs is discussed.
From 1955 to 2021, 45 textbooks, 345 teaching manuals, 6025 teaching-methodical guides, 124 teaching-methodical recommendations, 1023 rational proposals were created by the professors of the institute. was created.
Based on the Decree of President of the Republic of Uzbekistan No. PQ-60 dated 24.12.2021, in accordance with the granting of academic and organizational-management independence, our institute was given the right to create and publish textbooks and other educational and scientific literature based on its own style. In 2022, 153 training manuals, 13 textbooks, and in 2023, 245 training manuals and 26 textbooks were created and published by the professors of the institute.
The number of students admitted to Andijan State Medical Institute from 1955 to 2023 is 37,094. Among them: 22,780 to the faculty of General Medicine, 10,395 to the faculty of Pediatrics, 639 to Higher Nursing, 434 to the direction of professional education, 345 to the faculty of Dentistry, 189 to the Preventive Medicine direction, 265 students to the faculty of pharmacy, 121 to the field of industrial pharmacy, 67 to the direction of Folk Medicine, and 1859 students to the Master’s degree program.
In recent years, the institute has been paying special attention to information and communication technologies and learning foreign languages along with innovative educational technologies to prepare competitive medical professionals by improving the quality and efficiency of the educational process.
The work performed according to the decree of President of the Republic of Uzbekistan dated April 20, 2017 No. PQ-2909 “On measures to further develop the higher education system”:
2 electronic boards are installed in 2 lecture halls of the main educational building and 1 multi-sensory display is installed in the department of Human Anatomy.
In the department of bioorganic and biological chemistry, 4 rooms were allocated for educational laboratories of medical chemistry, 4 rooms for educational laboratories of biological chemistry, 2 laboratory passports were prepared and handed over. Orders have been placed for the necessary laboratory equipment and reagents for the teaching laboratory rooms. In the 2017-2018 academic year, chemical reagents worth 1,672,200 soums were purchased for the newly opened Pharmacy Department. 3 chimney cabinets and 2 (25 l and 15 l) distillers were brought from Samarkand “XIMREAKTIVINVEST” company.
According to the decree of President of the Republic of Uzbekistan dated May 5, 2017 No. PQ-2956 “On measures to further reform the medical education system in the Republic of Uzbekistan”, the following work was carried out:
The period of study in the areas of treatment work, pediatrics, professional education (medical work) at the institute was changed from 7 years to 6 years. Graduate course curriculum and subject programs have been revised and improved.
Working subject programs were developed based on the qualification requirements and subject programs approved by the order of the Ministry of Higher and Secondary Special Education No. 474 dated August 22, 2017.
Modern innovative educational technologies have been introduced into the educational process at the institute, the share of special subjects in the curriculum and programs has been increased to 60-65%, in order to thoroughly master practical skills during the educational process in the clinical subjects 50 % was allocated for theoretical and 50% for practical part, simulation rooms are organized for students to master practical skills. All the conditions have been created for conducting problem-oriented lectures, clinical situations in diagnosis and treatment, OSKE tests to be conducted on simulators.
Simulation rooms have been established in 24 clinical departments in order to improve students’ theoretical and practical training, training in professional and specialized subjects, to perform tasks aimed at expanding clinical practice, to master practical skills, to create appropriate conditions in accordance with the improved curriculum and programs.
Actions taken on the execution of the Decree of President of the Republic of Uzbekistan dated July 27, 2017 PQ-3151 “On measures to further expand the participation of economic sectors and industries in improving the quality of training of highly educated specialists”:
Teaching of specialized subjects in English in 2 groups in all courses of all educational directions was gradually organized.
– with the involvement of teachers from foreign language department in the institute, training courses were organized for professors-teachers on teaching relevant specialized subjects in foreign languages.
– classes in all educational areas are taught using educational literature created by professors and teachers of prestigious HEIs of developed countries.
Once every week on Tuesdays “Information and Coaching Hour” classes are held at a high level in all groups (40 minutes “Information Hour” and 40 minutes “Coaching Hour”).
In accordance with the decree of President of the Republic of Uzbekistan No. PQ-3071, as a result of the implementation of the state programs of health care reform, a fundamentally new system of high-tech specialized medical care was established. Specialized medical centers in the republic, including modern equipment and highly qualified doctors in the fields of surgery, cardiology, eye microsurgery, urology, obstetrics and gynecology, pediatrics, endocrinology, therapy and medical rehabilitation, dermatology and venereology, phthisiology and pulmonology specialized medical centers are operating.
In chapter IV of the program of measures to further develop the provision of specialized medical care to the population of the Republic of Uzbekistan in 2017-2021 – “Improving the system of training, retraining and upgrading medical personnel” of the Appendix 5 of the decree of President of the Republic of Uzbekistan No. PQ-3071 dated June 20, 2017, “Organization of educational simulation laboratories on the basis of Tashkent Medical Academy, Tashkent Pediatric Medical Institute, Samarkand Medical Institute and Andijan State Medical Institute” was defined.
As part of the execution of this decree, from September of the academic year 2018-2019, in order to further improve the quality of the teaching process, to provide the necessary conditions for the continuous improvement of the qualifications and professional skills of medical personnel, the “SIMULATION TRAINING LABORATORY” was established in Andijan State Medical Institute.
The “Simulation training laboratory” of the center is located in the main building of the institute, in the process of organizing its activities, the “Simulation training laboratory regulation” was developed, and in this regulation, the job instructions of all employees were defined.
The classrooms are equipped with state-of-the-art medical equipment, training equipment, phantoms, simulators to provide students, graduate residents, clinical residents, and advanced training students with step-by-step performance and assessment of practical skills in simulations. 92 methodical recommendations were created in order to fulfill their requirements.
Today, there are classrooms for 15 specialties in the Simulation Training Laboratory Center, which are ready for use in the educational process. These cabinets contain more than 100 simulators, phantoms and consumables in 87 titles.
