On September 16, 1996, the order of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan “On Further Improvement of Spiritual and Educational Work in Higher and Secondary Special Educational Institutions” was announced. After that, according to the order of the Rector of the Institute No. 12 dated January 13, 1997, Professor Kh.Kh. Shermatov, who previously worked in the position of Vice-Rector for educational work, was appointed to the position of Vice-Rector for Spirituality and Enlightenment.
In 1997-2002, Professor A.K. Karimov was the 1st Vice-Rector for Spirituality and Enlightenment, in 2002-2004 Professor A.K. Shadmanov, in 2004-2005 Professor M.M. Yoldoshev, in 2005-2006 Kh.T. Musasaykhov, in 2007-2017 professor M.M. Madazimov, in 2017-2020 Associate Professor A.Kh. Askhanov, in March-November 2021 PhD Botirov worked on this position.
From October 22, 2018, the position of Vice-Rector for Spiritual and Educational Affairs was changed to Vice-Rector for Work with Youth, and from 2021 to Vice-Rector for Youth Affairs and Spiritual and Educational Work.
According to the order of the Rector of the Institute No. 467-XSh dated December 3, 2021, Associate Professor of the Department of Surgery and Urology S.Z. Salakhidinov was appointed to the position of Vice-Rector for Youth Affairs and Spiritual and Educational Work. From 2021, the position of vice-rector for work with youth was changed to Vice-Rector for Youth Affairs and Spiritual and Educational Work.

In 1997, the Department of Spirituality and Enlightenment was established at the Institute, Associate Professor K. Matyokubov was appointed as the head of the department, and teacher M. Khaidarov was appointed as a methodologist. From September 25, 1997, I. Samadjonov started working as a department head, and M. Akhunova as a methodologist. In June 1999, A. Makhammetova was employed as a department methodologist.
Associate professors I. Sattiboev, M. Haydarov, D. Nazarova, A. Kuldoshev and Sh. Rasulov worked as heads of the department at different times. In February 2017, A. Abdukhalimov was appointed as a head of the department.
Today, A. Abdukhalimov is the head of the department for Work with Youth, Spirituality and Enlightenment, A. Makhammetova, D. Nazarova, R. Usmonova, A. Ismonov, O. Abdurashidov, and S. Kakharov work as methodologists selflessly to educate students in the spirit of love for the Motherland and loyalty to the country.

Elucidation of Presidential Decrees, Cabinet of Ministers Decisions, official documents of the Legislative Chamber and Senate of the Oliy Majlis;
In the ideological direction;
In the spiritual and educational direction;
In the direction of fight against religious extremism, fundamentalism;
In the direction of crime, violation and fight against it;
In the direction of fight against drug addiction and AIDS;
In the field of physical education and sports;
In the direction of organizing work among students living in rented accommodation;
In the direction of organizing the activities of public organizations;
In the direction of promotion work in the districts attached to the institute;
In the direction of 5 key initiatives.
