About the Registrar’s Office

The Registrar’s Office was established on the basis of:

  • Presidential Decree No. PQ-60 of December 24, 2021, “On Additional Measures to Ensure Academic and Organizational-Administrative Independence of State Higher Education Institutions”;
  • Presidential Decree No. PQ-61 “On Measures to Grant Financial Independence to State Higher Education Institutions”;
  • Resolution No. 824 of the Cabinet of Ministers of December 31, 2020, approving the Regulation “On the Procedure for Introducing the Credit-Module System into the Educational Process of Higher Education Institutions”;
  • Minutes No. 32 of the Extended Videoconference Meeting held under the leadership of the President of the Republic of Uzbekistan on June 20, 2024;
  • Joint Decision No. 24 dated July 9, 2024, of the “Project Office of Educational Sector Projects” and the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, “On the Establishment of a ‘Registrar’s Office’ in Higher Education Institutions”.

Purpose of the Office

To ensure fast, efficient, and transparent student services through a single-window system.

Student Service Functions

Student Support Services:

  • providing information about class schedules;
  • assistance with submitting applications for course retakes;
  • providing information about current, midterm, and final assessments;
  • issuing call letters for students enrolled in distance and part-time programs;
  • issuing academic transcripts and academic certificates;
  • providing lists of exams;
  • support in submitting applications for readmission or transfer;
  • assistance in submitting online applications for a second degree;
  • assistance with online applications for admission to the master’s program;
  • creating and issuing student ID cards and residence confirmation documents;
  • issuing GPA certificates;
  • restoring passwords in the HEMIS information system;
  • assistance with obtaining medical insurance;
  • providing consultation on admission and transfer procedures;
  • support in preparing applications for rental subsidy programs;
  • providing information about various university services and resources;
  • identifying students with academic deficiencies and working with them;
  • assistance in submitting applications for hostel accommodation;
  • preparing documents for temporary registration of students living in university dormitories;
  • preparing and recommending documents for students living in rented accommodation to receive state compensation (50% of monthly rent, not exceeding half of the base calculated value).

Support for Scientific and Innovation Activities:

  • providing information about grants and competitions;
  • providing information about scientific conferences;
  • support in registering innovative ideas and startups;
  • informing students about prestigious scholarships and assisting with application procedures;
  • consulting on scientific projects;
  • assisting in joining the “Master–Apprentice School” program;
  • promoting university scientific conferences, seminars, and other academic events among students;
  • informing students about scientific circles and providing practical support;
  • assisting departments in completing grant application forms.

International Relations and Academic Mobility Services:

  • issuing English-language study certificates;
  • providing information about various international grants and mobility programs;
  • electronic registration and assignment of courses for international students;
  • consulting students on studying abroad;
  • providing visa support services for international students;
  • issuing payment contracts for international students;
  • carrying out temporary registration services for international students in Uzbekistan;
  • consulting on international student admissions, accepting applications and required documents;
  • providing information about academic processes at the university to foreign students.

Marketing, Internship Coordination, and Accounting Services:

  • entering and retrieving information about graduate employment;
  • calculating and determining tuition contract fees;
  • establishing and approving retake fees for students with academic debts;
  • developing a comprehensive graduate information database;
  • preparing employment reports for graduates;
  • advising students on employment opportunities;
  • preparing and issuing all necessary documents related to graduate placement (official referral, committee decision, personal placement record);
  • creating a database of potential employers and providing access to students.

Database Management Department

Statistical Data Management:

  • providing statistical data on students, resources, contracts, classes, and academic performance;
  • summarizing and analyzing statistics on student retention, expulsion, and academic leave;
  • summarizing statistics on students recommended for transfer or readmission;
  • providing statistical data upon requests from legal and physical persons;
  • maintaining statistical reports submitted by the university to the Statistics Agency;
  • monitoring the accuracy of statistical data entered into the HEMIS system.

Coordination of the Educational Process:

  • participating in the development of curricula to ensure efficient student selection of elective courses;
  • forming academic groups;
  • organizing retake classes (creating groups, reviewing applications, preparing class and exam schedules);
  • processing all student-related orders and directives;
  • assigning students to courses;
  • entering students into the system and assigning them to groups;
  • resolving disputes related to GPA calculations;
  • assigning groups to academic tutors;
  • awarding scholarships based on academic performance;
  • assigning courses to semesters according to curricula;
  • creating and editing academic plans;
  • forming the course database;
  • processing documentation for students repeating a year or returning from academic leave;
  • electronic registration of admitted students and course assignment;
  • preparing draft orders for graduation;
  • promoting students from one academic year to the next;
  • issuing orders related to student retention, expulsion, and academic leave;
  • creating and updating student databases;
  • transferring students from one semester to another;
  • processing graduation documentation;
  • monitoring student attendance through HEMIS, generating daily attendance reports, and tracking attendance by subjects;
  • issuing orders for students recommended for transfer or reinstatement.

Student Record Management and Storage:

  • compiling and binding graduate files, registering them, and storing them until transfer to the archive;
  • uploading copies of orders related to name changes, academic leave, changes of specialization/faculty, retentions, and expulsions into the student database;
  • preparing all documents required for students expelled due to transfer to another higher education institution;
  • issuing documents of strict reporting (diploma blanks, academic certificates, diploma supplements, etc.);
  • receiving, storing, and issuing strict-reporting blanks (diploma sheets, academic certificates, diploma supplements, etc.);
  • regularly verifying the authenticity of issued diplomas through https://OTT.mehnat.uz and http://d-arxiv.edu.uz, and processing requests for duplicates of lost diplomas and supplements.
