A specialized meeting of the Scientific Council was held at Andijan State Medical Institute to effectively organize the implementation of legislative documents related to openness in the activities of scientific councils. The meeting was attended by K. Salohiddinov, Vice-Rector for Scientific Affairs and Innovations, S. Askarov, Head of the Department for Combating Corruption and Managing the Compliance Control System, as well as chairpersons and secretaries of scientific councils and seminars.
Initially, Vice-Rector K. Salohiddinov emphasized that there are 4 scientific councils operating in 7 specialties under the institute, and their activities are carried out in accordance with the “Regulation on Scientific Councils Granting Academic Degrees,” approved by the Resolution No. 239/3 of the Board of the Higher Attestation Commission of the Republic of Uzbekistan dated May 31, 2017.
Following this, S. Askarov, Head of the Department for Combating Corruption and Managing the Compliance Control System, noted that according to the Decree of the President of the Republic of Uzbekistan dated June 16, 2021, regarding “Measures to Ensure Openness in the Activities of State Bodies and Organizations, as well as Effective Public Oversight,” the Anti-Corruption Agency has been tasked with coordinating the provision of openness in the activities of state bodies and organizations. He also mentioned the Decree of the President dated November 27, 2023, which states in paragraph 4 that dissertation defenses conducted by scientific councils for obtaining the academic degrees of Doctor of Philosophy (PhD) and Doctor of Science (DSc) should be broadcast live on the Internet. He provided information about the work being carried out at the institute in this regard. Accordingly, during the time these dissertation defenses are held, efforts are made to ensure transparency and openness and to prevent corrupt practices.
