On ensuring the implementation of the Resolution of the President of the Republic of Uzbekistan No. PQ–328 dated 3 November 2025 “On introducing amendments and additions to Presidential Resolution No. PQ–61 dated 14 February 2025 ‘On additional measures to support the employment of graduates of higher education institutions ” including the work being carried out at Andijan State Medical Institute aimed at assisting graduating students with employment through the establishment of territorial branches of the “Step into the Future” Center in all higher education institutions of the Republic.
In order to ensure the implementation of Presidential Resolution No. PQ–328 of 3 November 2025 “On introducing amendments and additions to Presidential Resolution No. PQ–61 of 14 February 2025 “On additional measures to assist graduates of higher education institutions in gaining employment’,” including assisting graduating students with employment through the establishment of territorial branches of the “Step into the Future” Center in all higher education institutions of the Republic, the following work is being carried out at Andijan State Medical Institute.

The Resolution of the President of the Republic of Uzbekistan No. PQ–61 of 14 February 2025 “On additional measures to support the employment of graduates of higher education institutions” is being widely promoted among all final-year students of the Institute, and its implementation is being systematically ensured. In particular: On 12 March 2025, a memorandum was signed between the Minister of Higher Education, Science and Innovation K.A. Sharipov and the Chairman of the Management Board of “Oʻz National Bank” JSC A.K. Mirsoatov on the procedure for organizing the activities of the “Step into the Future” Center. The memorandum consists of 8 chapters and 42 clauses.


This procedure regulates the status, main tasks, functions, and rights of the “Step into the Future” Center (hereinafter referred to as the Center), which operates within the framework of the “Step into the Future” program aimed at ensuring youth employment and strengthening the integration of higher education graduates into the labor market, in accordance with Presidential Resolution No. PQ-61 of 14 February 2025 “On additional measures to support the employment of graduates of higher education institutions.” It also defines the procedure for organizing the Center’s activities.

In accordance with the agreement on organizing the activities of the “Step into the Future” Center, in March 2025 the Director of the “Step into the Future” Center of “Oʻz National Bank” JSC, Elmurodjon Abdusattorovich Khoshimov, and the Rector of Andijan State Medical Institute, Madamin Mominovich Madazimov, signed a cooperation agreement as participants of the “Step into the Future” program implemented in accordance with Presidential Resolution No. PQ-61 of 14 February 2025 with the aim of ensuring youth employment and strengthening the labor-market integration of higher education graduates.

This agreement outlines the joint objectives of cooperation, the areas of collaboration, the rights and obligations of the parties, and specific terms and conditions governing the partnership.In accordance with the agreement, in June 2025 the Andijan regional branch of the “Step into the Future” Center was established on the 2nd floor of the new 2,000-seat academic building of the Institute. Separate rooms were allocated, and employees of “Oʻz National Bank” JSC were fully provided with computers, service telephones, and all necessary equipment for their activities. Within the framework of the “Step into the Future” program, conditions were created for final-year students to enter and use the Center, including full support for students who possess entrepreneurial ideas and intend to implement them.

In cooperation with the employees of the Andijan regional branch of the “Step into the Future” Center and “Oʻz National Bank” JSC, regular seminar-trainings on the topic “From a Business Idea to a Ready Project” are being organized for final-year students who intend to implement their own business initiatives.Wide-scale promotional work is being carried out among graduating students on the financial service packages developed by “Oʻz National Bank” JSC within the framework of the “Step into the Future” program.
Final-year students who aspire to engage in entrepreneurial activity are being selected, their entrepreneurial skills are being developed, and comprehensive support is provided by the employees of the Andijan regional branch of “Oʻz National Bank” JSC together with the Institute administration in preparing their business plans and assisting in their implementation.

In cooperation with the employees of the Andijan regional branch of the “Step into the Future” Center, continuous support is being provided to final-year students interested in entrepreneurship in preparing and presenting their business plans, obtaining positive expert evaluations, and receiving financing from “Oʻz National Bank” JSC through allocated credit funds.

In addition, in order to ensure the future employment of students intending to participate in selection processes with potential employers—major consumers of qualified specialists—preliminary agreements are being formalized between Andijan State Medical Institute and various state organizations and enterprises for organizing practical placements that anticipate students’ future job placement.
Based on the results of the selection processes, three-party cooperation agreements between the employer organization, the Institute, and the student are being formalized for organizing paid internships for students who receive positive evaluations.The demand of major employers—including large enterprises—for highly qualified professionals is being assessed, and the requirements set for specialists are being determined.

Furthermore, in accordance with the above-mentioned instructions, Career Days were organized under the theme “Step into the Future – Great Opportunities for Ambitious Youth” at the main building of the Institute. These events were held with the participation of the Andijan regional branch of the “Step into the Future” Center, the Andijan Regional Directorate of “Oʻz National Bank” JSC, the Youth Agency of Andijan Region, the Andijan City Department of the Center for Poverty Reduction and Employment Promotion, and district and city medical associations and institutions under the health departments of Andijan, Namangan, Fergana, and Syrdarya regions. Job fairs offering vacant positions were organized.
To develop entrepreneurial skills and business plan preparation abilities among students, training sessions were organized for final-year students of General Medicine, Pediatrics, and Vocational Education programs. These sessions, held from 8 to 12 September of the current year, involved employees of the Andijan Regional Directorate of “Oʻz National Bank” JSC and covered the topics of small business development, entrepreneurship, and formulation of business projects. Each session lasted 2 academic hours (80 minutes), and each flow consisted of groups of 120 students.

On 2 August of the current year, in accordance with the plan approved by the Deputy Hokim of Andijan Region on organizing job fairs within the framework of the “Step into the Future” program under the motto “Student Expo – 2025” across all districts and cities of Andijan Region, job fairs were held for final-year students of higher education institutions.More than 500 major employers and commercial banks participated in the events, offering over 1 000 vacancies, and approximately 10 000 students, including graduates and prospective applicants, attended.

The team of Andijan State Medical Institute, led by Rector M. Madazimov, as well as graduating students actively participated in the events. At the job fair, the Institute presented its academic and professional opportunities and held individual consultations with applicants.During the event, graduating students of the Institute were employed in medical associations located in districts and cities based on their respective professional specialties.
Furthermore, within the framework of the “Step into the Future” program, graduating students participated in the event by presenting their ready business projects aimed at initiating entrepreneurial activity and creating additional employment opportunities.The Institute administration is continuously monitoring students who have received loans from “Oʻz National Bank” JSC.
As of today, the number of final-year students wishing to obtain a loan has reached 53, of whom 52 students have prepared business projects. Of these: 1 student received 1 billion UZS, 2 students received 800 million UZS each, 1 student received 135 million UZS, 2 students received 50 million UZS each, 46 students received 10 million UZS each, launching their entrepreneurial activities.
Additionally, at present: 1 graduating student is in the process of receiving 800 million UZS, 1 graduating student – 300 million UZS, 2 graduating students – 50 million UZS each for financing their business projects.
