Ensuring the rule of law in our society and protecting the rights and freedoms of citizens is the sacred duty of each of us. These duties and rights are defined in our Constitution, which is the main law of our Republic as in other countries.
The Constitution of the Republic of Uzbekistan was adopted on December 8, 1992. Until now, the Constitution has been amended 15 times. Due to the wide scope of these changes the Referendum of the Republic of Uzbekistan was held.
There the opinions and proposals of our people were studied in 2 stages, after which the draft Constitution was prepared:
– in the first stage our compatriots gave more than 60,000 proposals for the formation of the draft Constitution;
– in the second stage the draft Constitution was put to public discussion.
In the Referendum of the Republic of Uzbekistan held on April 30, 2023 a new version of the Constitution was adopted and entered into force on May 1, 2023.
The number of articles has increased from the current 128 to 155 and the number of norms has increased from 275 to 434. 65 percent of the text of our Main Law was updated based on the suggestions of our people.
The norms established in the new version of the Constitution related to the guarantees of human dignity, rights and legal interests serve to further strengthen the position of our country in the world community as a truly democratic, legal and social state.
Also, special attention was paid to the medical field, education and youth issues in our Main Law. The staff and students of our institute make a lot of progress by responding appropriately to these opportunities.
Improving the quality of medical services and providing qualified services largely depends on the potential of qualified personnel. For this purpose we pay special attention to increasing the number of associate professors, professors with scientific degrees in our Institute and creating suitable conditions for them to be engaged in scientific activities. Today, 51 doctors of science, professors, 216 candidates of science, associate professors are working in the institute. Until this day of this year, 39 PhDs, 6 doctors of medical sciences have defended their scientific dissertations.
In addition, we have been organizing lectures and practical training sessions involving foreign experts in our institute. In the past year 25 foreign specialists from Israel, Russia, Kyrgyzstan, Kazakhstan, India, Egypt, Ukraine, Belarus, Azerbaijan have been training at the institute. 49 of our professors and teachers have retrained abroad and now 14 professors and teachers are improving their skills in China, Turkey, Korea, Latvia, Canada, and Germany, where the medical system is developed. As a result, their knowledge in the field of education and medicine is further strengthened, and new and modern knowledge is delivered to students.
At this point, it is appropriate to recognize the achievements of students. A group of our students participated in the international student Olympiad dedicated to the 20th anniversary of the International Medical School in Bishkek, Kyrgyz Republic and won an honorable 1st place.
In order to ensure the implementation of the tasks defined in the Decree of the President of the Republic of Uzbekistan “On the approval of the concept of development of science until 2030”, to develop the main directions of the field of science and scientific activity, and to further strengthen international cooperation, Iqboljon Hakimjonov and Bobomurod Abdusalomov, 3-year students of the Faculty of Pediatrics, and a 4th-year student of the Faculty of Dentistry, Ziyotbek Rayimov also took part at the “International Scientific Forum” held online with the participation of leading experts, researchers, masters and students of our republic and a number of foreign countries, organized on the initiative of the Research Center. They were awarded with the “Pride of Science” badge, a special certificate and international certificates.
It is gratifying that such achievements exist not only in medicine, but also in the field of sports. At the Para-Asian Games in Hangzhou, China, Tursunkhodjayev Muzaffar Shukhratillo ugli , a 4th year student of the Professional Education Department of the Faculty of General Medicine, won a gold medal in S13 class 100 meters butterfly swimming. We are certainly proud of these achievements.
