Statute of the Academic Council

CHARTER OF THE COUNCIL OF ANDIJAN STATE MEDICAL INSTITUTE

This Charter is based on the Laws of the Republic of Uzbekistan “On Education” (Bulletin of the Oliy Majlis of the Republic of Uzbekistan, No. 9, 1997, Article 225) and “On the National Personnel Training Program” (Gazette of the Oliy Majlis of the Republic of Uzbekistan No. 11-12-1997, Article 295), as well as the Charter “On Higher Education”, determine the procedure for organizing the activities of the Institute Council in accordance with the order of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan No. 214 dated March 2, 2019.

I. GENERAL RULES

  1. The Institute Council is created under the chairmanship of the rector to consider major issues related to the activities of the institute.
  2. The council includes the rector, vice-rectors, deans of faculties, directors of independent organizations and branches of the institute, heads of specialized departments, as well as heads of public organizations. The remaining members of the council are elected by secret ballot at a general meeting of the faculty. The number of members elected to the Council from among professors and teachers is determined by order of the rector. The council may include leading scientists and specialists working in certain areas of the institute. The term of office is 5 years.
  3. The composition of the council is approved by order of the rector of the institute. At the beginning of each academic year, in accordance with the charter, new members are elected or introduced to replace those who left the Council for various reasons.

II. GOALS AND OBJECTIVES OF THE COUNCIL

  1. The purpose of the council is – through the efforts, intellectual competence and all other capabilities of the institute’s staff, ensuring the fulfillment of the tasks defined in the laws of the Republic of Uzbekistan “On Education” and “On the National Personnel Training Program”, aimed at training professional specialists with excellent knowledge, skills and qualifications at the level of the requirements of the state educational standard of higher education.
  2. Institute Council

– checks the rigor of implementation of state educational standards, curricula and programs, gives recommendations and instructions on priority issues.

– hears from academic lyceums, scientific societies at the institute about the educational, research and spiritual-educational work of faculties, about the results of the admission committee, as well as reports from the marketing service about the interest of the national economy in graduates, cooperation relations with customer organizations and makes appropriate decisions;

– discusses the implementation of plans for research, spiritual and educational work, advanced training and retraining of teaching staff and makes appropriate decisions.

– recommends candidates from among talented students and teachers to undergo internships in foreign universities at the expense of appropriate funds;

– recommends candidates from among talented students and research interns of the institute to participate in competitions for the State Scholarship of the President of the Republic of Uzbekistan and state scholarships;

– Together with the “For a Healthy Generation” Foundation, it is developing measures to further improve the physical education of students and their health;

– discusses issues of developing corporate cooperation with the main customer organization, enterprises and institutions, strengthening the material and technical base, as well as increasing the efficiency of students’ professional practice and develops recommendations for its improvement;

– makes decisions on establishing cooperative relations with higher educational institutions of foreign countries;

– hears reports from heads of small enterprises, firms and courses providing educational services, and makes appropriate decisions;

– determines measures to improve technical safety and labor protection of students and employees of the institute.

III. Organization of the Council’s activities

  1. The Council carries out its activities according to a plan developed for each academic year. The Council plan is approved by the rector of the institute after consideration by the Council.
  2. Decisions of the Council on all issues of educational, scientific-methodological, scientific-research, spiritual-educational and organizational work of the Institute are made by a majority of votes in an open voting procedure. A meeting of the council is considered to have taken place only if 2/3 of its members are present.
  3. Decisions on elections and nominations for filling positions of the teaching staff and awarding the academic titles of professor or associate professor are made by closed voting in the prescribed manner.
  4. Decisions of the Council come into force after approval by the rector of the institute.
  5. The meeting of the Council is documented in minutes. The protocol is signed by the Chairman of the Council and the Scientific Secretary.
  6. The Chairman of the Council regularly organizes inspections of the implementation of Council decisions and informs Council members about their results.
